Our client, a prominent player in the Aerospace, Aviation, and Defense sectors, is seeking an experienced Lead, Subcontracts and Cost Manager. This role is integral to managing the entire lifecycle of subcontracts, from sourcing and acquisition strategy through to solicitation, negotiation, award, cost and schedule management, and final closeout. The position spans various customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international.
Key Responsibilities:
- Subcontract Management: Direct and oversee all aspects of major subcontract execution, including cost, schedule, technical performance, and quality. Ensure seamless integration of subcontract work scope within the program.
- Cost Management: Manage cost estimation, budget adherence, and financial performance of subcontracts. Implement cost control measures and analyze financial data to support decision-making.
- Expertise: Utilize advanced knowledge of contract types (e.g., FFP, Cost Reimbursement, T&M, CPFF, CPIF) and government proposals. Provide subject matter expertise in negotiation, subcontractor management, and risk management.
- Technical Oversight: Review technical SOWs, ensuring clarity and eliminating ambiguity in technical requirements. Collaborate with engineering teams to maintain technical integrity.
- Regulatory Compliance: Apply advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance (ITAR, EAR), and other relevant regulations.
- Problem-Solving: Expertly resolve issues using data analysis and experience. Understand the subcontract relationship with Contracts, Program Management, Finance, Engineering, Quality, and Business Development.
- Collaboration: Work closely with SCMs, Program Management, and Technical teams to support high-value proposals and subcontracts. Manage Intellectual Property (IP) and Patent requirements.
- Travel: Ability to travel domestically and internationally as needed.
Qualifications:
- Education & Experience: Bachelor’s Degree with a minimum of 9 years of relevant experience, or a Graduate Degree with at least 7 years of related experience. In lieu of a degree, a minimum of 13 years of relevant experience is required.
- Professional Experience: Minimum of 7 years in Procurement and/or Subcontracts, with experience in Supply Chain, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal, Government compliance, and/or Finance.
- Technical Skills: Proficiency with MRP systems software and Microsoft Office Suite (Outlook, Word, Excel, PowerPoint). Experience with Excel functions such as pivot tables and V-lookup is essential.
- Managerial Experience: Previous managerial experience or defense contractor/government supply chain experience is required.

- Clearance: DoD Clearance is desired but not required.
- Attention to Detail: Demonstrated strong attention to detail and accuracy.
- Communication Skills: Excellent communication skills, with a commitment to quality, customer focus, and strong interpersonal skills.
- Lean Six Sigma: Experience with Lean Six Sigma methodologies.
- Cost Account Management: Experience managing budgets and sales forecasting.
Compensation:
- Base Salary: USD $110,000 to $145,000
